Rose Plaza Passes

The move is a bit of a surprise after Community Board 1 voted it down and after a contentious hearing in the Borough President's office, but the applicant came back with changes three weeks ago, and it appears they have mostly appeased Markowitz with one exception. He wanted to have slightly larger apartments (more bedrooms) and more affordable housing.

If I'm not mistaken, both the Community Board and the Borough President only play an advisory role in this process, right?

the community board and borough president do only play an advisory role - except in case of the vaunted 'triple no.' When the Land-Use Committee, the full Community Board, and the BP, all recommend against a ULURP proposal - this automatically defeats it.

I'm confused. This article seems to suggest that it didn't pass:

The issue is whether the applicant (Rosenberg) will significantly modify his Rose Plaza plan in the wake of the Beep's recommendations. I don't think they will too much, because the UJCare camp says they're happy with the recommendation, and they'll just let City Planning Commission sort this out.
